I believe this to be by design since it has always been like this. You can even sometimes kill the front gunner by crashing into a wall or whatnot.

I have had this happen to me countless times and sometimes the enemy railgun tank can see me much farther away than I can see him, so I have to move closer to render and find the enemy railgun tank. Mostly this happens to me with swarms and forges...

AFAIK it is working as intented. Interval does not mean the time before next burst happens, it means the length of one burst. So to say 414hp/s for 3 seconds for 5 times for a total lenght of 15 seconds of course. It means that you will get repair...
